For professional secrets three routes carry: the EU operator of open models as a German operator and the Open Telekom Cloud, both with a signed confidentiality agreement under section 203 of the German Criminal Code, plus Azure, where the model is sold by the platform itself and operated on reserved capacity in EU regions. Buying directly from the vendor, by contrast, is ruled out: it takes personal data to China, without an adequacy decision and without enforceable data subject rights.
